Hi I have a 2003 honda ruckus that I want to sell in the state of NY. I have a registration. I was told that the restration is the titel be someone who works at NY DMV. Is this true? If I want to sell do I only sell with the registration? Thanks.

In North Carolina, anything with a displacement of more than 50cc requires insurance, license, registration, and a plate. Also, if you have a 50cc that goes over 30mph, then you must have a license etc.

In Illinois, as per this set of specifications, and checking to make sure that the Honda Ruckus meets them. It would seem that just a valid drivers license, plates, registration and insurance is all that would be needed to be street legal here.No class M or L required.
• A moped is a motor-driven cycle with speeds attainable in one mile of between
20 mph and 30 mph.
• Equipped with a motor that produces 2 brake horsepower or less.
• If an internal combustion engine is used, the displacement shall not exceed
50cc.
• Power drive system does not require the operator to shift gears.
All four criteria must be met, otherwise it is a motor-driven cycle and a Class L
is required.
A moped may be operated with any current, valid driver’s license of any classification.

For anyone who doesn’t have a class M here in Illinois…Just hope “the law” is educated on its own guidelines !!! I wasn’t too confident of that when I called my local town non-emergency phone number. I questioned the officer on duty about what the “Illinois Rules of the Road” said about being street legal on a moped…To put it short and sweet he was not giving me all the correct info that he would be basing on whether or not he would be pulling me over….A little scary, and potentially embarrassing for him, especially if the driver he was citing had this information on them pulled straight out of “The Illinois Rules of the Road…Glad I got a class M

I know this is old, so hopefully you already figured this out. But maybe it will help someone else. To ride a ruckus in Idaho you need to get a motorcycle endorsement on your license, have a license plate, and have liability insurance.

North Carolina has a 30 MPH max speed limit on their moped definition, so you can ride a 49cc scooter there without registering it as long as you do not get caught exceeding 30 MPH. Riding a moped in North Carolina requires no license at all.

So basically I don’t need to register a moped that’s 49cc.but I would have to be careful not exceeding 30 mph? I’m asking because the honda ruckus I want is the new 2014 model. And I’m not so sure if I’m right but I think the new model is 119 mph aren’t they?

Right. You can exploit the moped law in North Carolina, but if you get observed exceeding 30 MPH by an officer of the law you could be in a bad spot. I’ve never had a police encounter on my Ruckus after 4 years of riding in Pennsylvania. My scooter is registered and insured, and I have a motorcycle license even though PA law does not require one for the Ruckus.
If North Carolina does not require a plate on a moped (Plate = registration in PA), that would be an indicator to police that you are operating as a moped.

INDIANA, REQUIRES A FREE SIMPLE 25 QUESTION MOTOR CYCLE ROAD SIGN TEST. REGERSTRATION AND TAG $28 for two years, insurance hot required but I got it! $200 a year for full coverage, theft, collision. body , liability, uninsured, ect. ya I got all the bells and whistles.

I know this is old, but it could still help someone else… Even though it’s just 49cc, Nevada calls the Ruckus a motorcycle because it makes over 2 HP… because of this, you are required to wear a helmet, have registration, and liability insurance. If all goes well, I could be picking mine up in the AM!

Anyone familiar with GA law? Do I need license, registration, and insurance for a 2011 ? It says it’s a 49cc but I think it’s classified as 50cc, and it can get up to 40-45 mph.

Georgia distinguishes differences between moped as more or less a motor assisted bike (with foot pedals) and scooter of the “saddle/seat” variety.
The scooters of little boys standing up like a skateboard with handle bars is forbidden to be motorized and driven on public streets.
They have all the 49cc or less requirements and the 20 mph limitations.
Im not sure of helmet and age restrictions.
No insurance, registration, or license requirements…but rules of the road for bicycles apply. That means hug the shoulder when in traffic…you dont own the lane.
The also have seat height requirements ( I presume to keep go-carts off the road). Not sure how that will affect the recumbent trike folks.

Iowa: Requires registration/plates, but if you are at least 16, with a valid vehicle operators license, you are legal to operate a scooter with a manufacturer-certified top speed of 39 MPH or less.

In NC laws have changed through the years since when can you not go over 30mph and you don’t have a choice to register it. NC now treats a moped exactly like a car. You need intial inspection, registration, and insurance, and tags?

In MA they will not accept it as a Motorized bike because it goes 40mph. It’s actually in the LUV category, which needs a registration, inspection, and sticker. Ive had a D license for 17yrs and they told me it wasn’t enough even though the RMV site says it was? the lady at the RMV said because the certificate of origin says MOTORCYCLE under “body type”, that you have to get an M endorsement. Is there a way around this? I don’t mind registering it but, come on an M license? What bureaucratic crap this is.
